Pepco provided the following information on the outage problems and on their Reliabilty Enhancement Plan and how it affects the Washington, DC region and their plans to repair the system:

As many residents know, the northern end of Martin's Additions has been experiencing persistent power outages last winter and this summer, as well as long standing problems that many resident contend go back for years.
The Village has had numerous conversations with PEPCO officials via phone, email and formal communications.Two formal letters and accompanying addresses and maps have been sent to PEPCO by the Martin's Additions Village Council concerning these outages. Included in this distribution list are Kim Watson, Vice President for Maryland Affairs, Charles Washington, PEPCO Public Affairs Manager, Thomas Graham, PEPCO President, Mrs. W.A. Brown, Ms. Zenayda Mostofi of the PEPCO Reliability Office, Mr. Joseph Rogby, CEO of PEPCO Holdings, Douglas Nazarian, Chairmam, Maryland Public Service Commission, Ike Leggett, Montgomery County Executive, Roger Berliner, Montgomery County Counil Representative, and Congressman Chris Van Hollen.
